Study to Develop Public Service Centres in Timor Leste

The project increased the capacity of the municipal authorities in Timor-Leste to provide public services. Based on the study, the municipality administrations of Timor-Leste can pilot a public service centre based on a one-stop-shop approach.

Within the project, eGA experts conducted a study to recommend for Timor-Leste municipalities feasible options for public service centres based on a one-stop-shop approach. The study included the necessary policy and legal framework, and mechanisms for inter-ministerial coordination and harmonization to operationalize the service centres.

Moreover, in the feasibility study, eGA experts defined objectives, demand, budgeting, financing model of the service centres and a priority list of services that could be provided. The study assessed also  the need for policy and legal framework re-adjustment and administrative simplification.
