Cybersecurity and digital services for Dnipropetrovsk region
Ukraine continues to face persistent cyber threats targeting public institutions, digital services and critical infrastructure. In this context, cybersecurity is essential to ensure continuity of government, protect sensitive data and maintain public trust.
As part of its broader commitment to support Dnipropetrovsk Region during the war and in the recovery period, the Czech Republic contributes to strengthening the region’s resilience, including in the area of secure digital public services.
Dnipropetrovsk Region is a key administrative and economic hub hosting a large number of internally displaced people. Public service delivery – particularly through Administrative Service Centres (ASCs) – remains vulnerable due to challenges posed by the war, outdated ICT systems, limited cybersecurity capacity, and reliance on paper-based processes.
The project strengthens the capacity of regional and municipal authorities to deliver secure, resilient and inclusive digital public services, with a focus on vulnerable groups, including demobilised veterans.
The project focuses on two areas:
- First, it enhances cybersecurity of public service delivery by introducing standardised requirements for secure ICT systems, deploying secure equipment in selected stationary and mobile ASCs, and strengthening the cybersecurity skills of both public sector staff and ICT specialists.
- Second, it improves access to digital public services for veterans by identifying priority services, redesigning service delivery processes and developing secure digital solutions. The project supports the rollout of 3–4 digital services, reducing the need for in-person visits and improving accessibility for users with mobility or health constraints.
By combining technical solutions with capacity building, the project enables authorities to sustain and scale improvements in cybersecurity and digital service delivery.
The project is implemented by the e-Governance Academy, an international organisation with extensive experience in digital governance and cybersecurity, active in Ukraine since 2012, in partnership with the Dnipropetrovsk Regional State Administration and with financial support from the Government of the Czech Republic.
