Development of digital municipal services for demobilised veterans in Ukraine
Supporting those who defended their country means ensuring they can access services quickly, fairly, and with dignity. This project focused on developing user-friendly, accessible digital municipal services for demobilised veterans in Ukraine, beginning in the Zhytomyr and Vinnytsia regions.
Local governments are on the frontline of providing public services, yet Ukrainian veterans often face complex procedures and long waiting times. By introducing digital solutions, municipalities can improve efficiency, transparency, and accessibility, ensuring that veterans receive the support they deserve while reducing administrative burdens.
What the project delivered
- Digitalisation of services – analysis and reengineering of three key municipal services for veterans, making them available online.
- Integration with state systems – linked local services with the State Register of Veterans and other institutions to enable seamless data exchange.
- Capacity building – trained local officials to manage and deliver digital services effectively.
- Policy input – developed recommendations to improve legislation and regulatory frameworks for veteran services.
- Awareness raising – created information materials to ensure veterans know about and can use new services.
The project enhanced municipalities’ ability to deliver essential digital services, strengthened cooperation between local authorities and the national government, and served as a scalable model for other Ukrainian regions. Most importantly, it contributed to making daily life simpler for thousands of veterans and their families.
