Digital transformation for Ukraine (DT4UA)

Duration November 2022 - December 2025

The DT4UA project has made a significant contribution to Ukraine’s digital transformation and its integration into the EU’s single digital space. In partnership with the Ministry of Digital Transformation of Ukraine and other stakeholders, the project has supported the launch and development of key digital solutions that have made public services more convenient, secure and resilient in wartime.

 

DT4UA focused on developing e-services, modernising basic digital systems, improving data exchange, bringing e-identification closer to EU standards, and strengthening the state’s institutional capacity.

Key project results

 

  • Development of public e-services and their ecosystem

 

Within the framework of DT4UA, more than 150 e-services were updated and launched on the Diia portal and app. The project focused on implementing the most relevant services that simplify the interaction of citizens and businesses with the state: from electronic education documents to the comprehensive e-Entrepreneur service and the uResidency programme.

A significant achievement was the support of digital services for military liable citizens and veterans. DT4UA joined the launch of online mobilisation postponements through the Reserve+ app and the automatic granting of the participant in the hostilities status, making these processes fast, transparent and accessible without unnecessary bureaucracy.

 

The project also significantly strengthened the infrastructure for providing offline services. The modernisation of the Vulyk system improved the work of ASCs across the country, ensuring stability and quality of service.

 

Another strategic result was the creation of the Digital Competence Centre, an advisory body that systematises expertise, standards and practices in the field of digitalisation and helps the state to scale up digital solutions in the long term.

At the Ministry of Digital Transformation, we create technological solutions that transform our state. Thus, as part of the DT4UA project, together with our partners, we have opened the Digital Competence Centre, where we collect, develop and disseminate Ukrainian experience in digital transformation. This is a space for those who are already working on digital changes in the public sector or are preparing to become Chief Digital Transformation Officers. As part of the project, we also work closely with CDTO Campus. This knowledge, frameworks, and standards are equally valuable for both government and business. The Centre currently has six working groups, each responsible for a specific area. One of the key ones is the WINWIN AI Centre of Excellence. Innovation should become a national idea. It is a tool for creating a new economy, opportunities, and a better quality of life for every Ukrainian.
  • Improving data exchange between registers and government agencies

DT4UA has made a significant contribution to the development of the Trembita system, a key infrastructure for electronic interaction between government registers, which allows services to be provided without paper certificates and duplicate requests.

As part of the project, Trembita 2.0 was developed to meet the new challenges of a digital state. In addition, comprehensive technical, training and regulatory support was provided to authorities for the transition to the new system.

An important result was the development of a subsystem for monitoring access to personal data in accordance with GDPR requirements, which, when fully launched, will enhance transparency and control in data processing.

In addition, the project has enhanced the interoperability and reliability of key state registers. These include the Oberig Register of Conscripts, the Unified State Register, the Unified State Demographic Register and others.

  • Bringing Ukrainian electronic identification infrastructure closer to EU standards

Within the framework of DT4UA, the necessary technical and organisational conditions were created for the recognition of Ukrainian electronic trust services in European Union countries and the implementation of eIDAS and eIDAS 2.0 requirements.

The project supported the deployment of the European eIDAS infrastructure in Ukraine and ensured the compatibility of Ukrainian solutions with the EU Digital Identity Wallet, which is an important step towards integration into the EU digital space.

One of the key results of this direction was the development of Diia.Signature. The service has over 66 million uses, complies with European information security requirements and is certified to ISO 27001. In addition, Diia.Signature is certified as qualified in accordance with eIDAS requirements, confirming its reliability and readiness for cross-border use.

  • Development of an electronic criminal case management system

As part of DT4UA, the Smereka system was developed and transferred to the Office of the Prosecutor General of Ukraine. It will ensure transparent and secure management of criminal cases, particularly during the investigation of war crimes.

The most important business services in one online application—how e-Entrepreneur makes life easier for entrepreneurs. Over the past two years, e-Governance Academy experts have supported the development of e-Entrepreneur as part of the DT4UA project to make even more convenient services available to Ukrainian businesses. Our video features Yelyzaveta and Yulia, who opened their confectionery shops using the e-Entrepreneur service on the Diia portal. They not only create delicious desserts, but also prove that business can be accessible to everyone.
