Digital transformation for Ukraine (DT4UA)

The project DT4UA continues supporting Ukraine’s digital transformation and integration with the EU’s Digital Single Market. The activities are focused on the improvement of the efficiency and security of public service delivery and their access to citizens and businesses in Ukraine, in line with EU requirements, and provision of rapid response to needs caused by the war. Additionally, the e-Case management system will be developed to empower governance and processing of criminal cases.

The project will be realised in collaboration with the Ministry of Digital Transformation of Ukraine and other stakeholders. 

The project focuses on four priority areas

  • Sustainable development of public e-services and ecosystem for their provision
  • Improvement of data exchange between registers and state institutions
  • Approximation of Ukrainian electronic identification infrastructure to EU standards
  • Empowerment of criminal cases processing through e-Case management system

  • Sustainable development of public e-services and ecosystem for their provision

The project develops digital services for the Diia portal and mobile application, and complex digital services, for example for war veterans. Additionally, the project creates a Diia competence centre. The competence centre will empower Ukrainian institutions to develop digital services independently by guiding digital services design and development processes. To enhance the accessibility to public services, the project modernizes the ’Vulyk’ information system and implements it in Diia centres (ASCs).

  • Improvement of data exchange between registers and state institutions

The project upgrades the Trembita data exchange system to Trembita 2.0, develops the Trembita services, and improves the quality and security of critical registers, especially related to social services provision. The Trembita system works as the backbone of digital services for citizens, as it ensures exchanges between the electronic registers of authorities. The project will increase the number of electronic information resources connected to the system and the number of electronic interactions. 

  • Approximation of Ukrainian electronic identification infrastructure to EU standards

The project creates technical prerequisites for the recognition of Ukrainian trust services (digital identity & digital signature) in EU countries. This is especially important for Ukrainian refugees in the EU, and businesses in both countries. The task includes the deployment of the eIDAS 2.0 regulation and technical requirements, including EU Digital Identity Wallet compliant solutions in Ukraine.

  • Empowerment of criminal cases processing through e-Case management system

The project develops and implements an e-Case management system and ensures its secure and safe work. The e-Case management system enables a more effective, efficient and transparent processing of criminal cases. Among other tasks the e-Case will be implemented for the Office of the Prosecutor General of Ukraine for war crimes investigation process.

Thanks to the free electronic system Vulyk (translated from Ukrainian as a beehive), small Administrative Service Centres (ASCs) can digitalise their operations. The most important business services in one online application—how e-Entrepreneur makes life easier for entrepreneurs. Over the past two years, e-Governance Academy experts have supported the development of e-Entrepreneur as part of the DT4UA project to make even more convenient services available to Ukrainian businesses. Our video features Yelyzaveta and Yulia, who opened their confectionery shops using the e-Entrepreneur service on the Diia portal. They not only create delicious desserts, but also prove that business can be accessible to everyone.
