The EU supports public administration reforms across nine Member States in collaboration with eGA
As technology evolves across Europe, governments face growing pressure to deliver services that are faster, more secure and easier to use. At the same time, fragmented data systems, increasing cyber threats and rising user expectations highlight the need for more connected and reliable public services.
To address these challenges, the European Union has launched a new initiative to support nine Member States in strengthening public administration and modernising digital public services. The goal is to improve data sharing, strengthen cybersecurity and advance responsible AI use in administrations to deliver more efficient, user-centred services for citizens and businesses.
Funded by the European Union through the Technical Support Instrument (TSI) and implemented by the e-Governance Academy (eGA) in cooperation with the European Commission’s SG REFORM, the reforms cover Croatia, Czechia, Denmark, Estonia, Germany, Latvia, Lithuania and the Netherlands.
“The reforms aim to improve how public services work in practice, helping countries move towards more digital, secure and sustainable solutions, while reducing administrative burden and improving everyday interactions between governments, citizens and businesses,” commented Hannes Astok, Executive Director of the e-Governance Academy.
“For the e-Governance Academy, this reflects how our expertise has evolved. We started with global digital transformation work. And today, work closely with Europe’s largest and fastest-advancing economies to deliver complex reforms and turn EU priorities into practical, high-quality solutions,” Astok added.
Key focus areas across Member States
- Improving data reuse in Europe
Croatia, Estonia, Germany and the Netherlands are implementing the EU’s Data Governance Act to enable the safe reuse of protected public sector data, supporting data-driven innovation (for example, in healthcare and transport) and better policy planning. This leads to faster, simpler and more tailored services for people and businesses, while ensuring strong safeguards for privacy. Learn more

Czechia is implementing the EU’s NIS2 Directive to ensure that critical services and organisations remain protected against growing cyber threats, improving the safety and reliability of essential services. Learn more
- Making cross-border services work better
Denmark is implementing the Interoperable Europe Act to ensure public systems can connect and exchange data smoothly, making it easier for people and businesses to use services across EU countries without unnecessary bureaucracy.
- Responsible AI-adoption in municipalities
In Latvia and the Netherlands, the cities of Riga and Rotterdam are strengthening their readiness for responsible AI adoption to improve quality of public services for citizens and trust in municipal administrations. Learn more

Each project is delivered by eGA’s core team of highly experienced digital governance experts: Taimar Peterkop, Senior Expert and former State Secretary of Estonia; Piret Hirv, Head of Data Management Competence Centre; Priit Vinkel, Senior Expert and former Head of the Estonian State Electoral Office; Piret Saartee, Head of Digital Services Competence Centre; and Oleksandr Kozlov, Senior Expert.
About SG REFORM
The Reform and Investment Task Force (SG REFORM) of the European Commission focuses on improving competitiveness, investment readiness and preparedness for green and digital transitions in the Member States.
SG Reform also implements the Technical Support Instrument (TSI), the main EU programme offering tailored technical expertise to support Member States in designing and implementing reforms. In this context, it is also responsible for policy development and coordination in public administration and governance.
