The second phase of the DT4UA project continues the long-standing partnership between the European Union and Ukraine and marks a new stage in Ukraine’s digital integration with the EU.

Now that many Ukrainians are living in European Union member states, it is important to develop digital services that will ensure unhindered access to public services regardless of location.

At the same time, Ukraine is starting negotiations on EU accession, and digital transformation is no longer a separate reform, but a key part of the preparation for membership, directly linked to Chapter 10 of the EU acquis: Digital transformation and media.

That is why the second phase of DT4UA is focused on European integration and harmonisation of legislation, the introduction of the first cross-border digital services, and the modernisation of key infrastructure systems that enable the digital state to function.

Main activities of the project

  • European integration and harmonisation of legislation

Within the framework of DT4UA, Ukrainian legislation is being adapted to key EU digital acts — the Interoperable Europe Act, Data Governance Act, Data Act, eIDAS 2.0, and AI Act. This will ensure the technical and legal compatibility of Ukrainian systems with European ones, create the conditions for the development of cross-border services, and introduce trust services.

  • Interoperability and development of state systems

Among the flagship activities of DT4UA’s second phase is the launch and implementation of the Trembita 2.0, the new and better version of Ukraine’s main interoperability system. At the same time, the Project works on the implementation of the Personal Data Access Monitoring Subsystem (PDAMS), which will allow Ukrainians to see who has viewed their personal data and when, and to receive notifications about this in the Diia app. This is an important step towards transparency, privacy protection and increased trust in the digital state.

  • Development of electronic services and support for Administrative Service Centres

DT4UA will work on launching cross-border e-services — e-Apostille and digital diploma supplements, with the possibility of their recognition in EU countries. This is the first time that a non-EU member state will implement such services.

The project is also modernising the Vulyk system, which will help more Administrative Service Centres provide services without interruption.

The e-Governance Academy is implementing the project in close cooperation with the Ministry of Digital Transformation of Ukraine and with the financial support of the European Union.
