On this website, it is possible to change the contrast of the content to make reading easier.
To enlarge the content, we recommend using the built-in functionality of the web browser: hold down the Ctrl key (Cmd key in OS X) and press the + or – key at the same time.
Another convenient option is to use the mouse: hold down the Ctrl key while moving the mouse scroll wheel. You can return to normal size by pressing the Ctrl and 0 keys at the same time.
All major operating systems include settings to increase the content displayed on the screen.
In Windows 7, you can find a program called Magnifier if you click on the “Start” menu button at the bottom left, type Magnifier (the first few letters are enough) and press Enter. A small window will open in which everything is magnified. By default, the program tracks the position of the mouse cursor. In Windows XP, you can find Magnifier by going to Start > All Programs > Accessories > Accessibility > Magnifier.
On Apple computers, to use zoom, navigate to: Apple menu > System Preferences > Accessibility (or Universal Access) > Zoom.
Developing interoperability architecture
A well-designed interoperability architecture is the backbone of effective digital government. It enables seamless data exchange across public sector systems, supports coordinated implementation of digital initiatives, reduces complexity and costs, and ensures solutions are built on scalable, reusable, and future-proof components.
By strengthening interoperability, governments can improve efficiency, increase transparency, and deliver higher-quality services to citizens and businesses, while enabling better cross-sector collaboration and data-driven decision-making.
Artificial intelligence (AI) further enhances these capabilities by enabling intelligent data exchange, semantic mapping, and predictive coordination, while also supporting more efficient design and management of digital architectures.
At the e-Governance Academy (eGA), we bring extensive experience in Whole-of-Government (WoG) interoperability projects across Europe, Africa, Asia, and the Caribbean. Drawing on Estonia’s leadership and international best practices, we help governments build standards-based architectures that reduce duplication, optimise investments, and support sustainable digital transformation.
What we provide
eGA supports governments in the development of interoperability architecture, which includes the following:
- Evaluating Whole-of-Government (WoG) interoperability and architectural maturity to identify gaps and opportunities for improvement
- Developing a national architectural vision for digital transformation
- Creating a National Interoperability Framework
- Developing a National Interoperability Reference Architecture
- Establishing an Interoperability Governance framework, supported by tools for managing WoG processes
- Implementing the interoperability-by-design paradigm through the development of an interoperability model
- Creating a conceptual model for integrating information systems and services
- Developing Business (legal and organisational), Data (semantic), Application, and Technology architectures
- Formulating an Implementation and Migration Plan for transitioning from the current architecture to the target architecture
- Providing consultancy on the implementation of the reference architecture
- Organising continuous monitoring to ensure compliance with requirements and the adaptation of the architecture as needed
