In Windows 7, you can find a program called Magnifier if you click on the “Start” menu button at the bottom left, type Magnifier (the first few letters are enough) and press Enter. A small window will open in which everything is magnified. By default, the program tracks the position of the mouse cursor. In Windows XP, you can find Magnifier by going to Start > All Programs > Accessories > Accessibility > Magnifier.
On Apple computers, to use zoom, navigate to: Apple menu > System Preferences > Accessibility (or Universal Access) > Zoom.
Development of Digital Municipal Services for Vulnerable Groups in Zhytomyr Region
Access to basic services in communities remains difficult and often requires physical presence. Previous studies have shown that 72% of communities in the Zhytomyr region lack digital development strategies, 92% of service delivery processes are carried out manually, and only 6% of services are available online. As a result, people spend time in queues and dealing with paperwork, whilst access to services remains limited.
The aim of the project, Development of Digital Municipal Services for Vulnerable Groups in Zhytomyr Region, is to improve the accessibility and efficiency of digital municipal services for vulnerable groups, particularly demobilised veterans.
The project builds on the results of two previous ESTDEV-supported initiatives implemented in 2024–2025. As part of this collaboration, the e-Governance Academy team, together with local partners, launched the Local Public Services Portal, introduced the first digital services for veterans, and strengthened communities’ capacity to deliver online services.
The new phase focuses on the transition from individual solutions to the systematic digitalisation of services at the community level and the scaling up of the established model.
The main activities:
- Digitisation of services – selecting and moving an additional 5 municipal services online, taking user needs into account.
- Integration with the Vulyk system – ensuring access to services via the Administrative Service Centre and connecting them to the existing infrastructure.
- Scale-up of the Portal – rolling out the solution in around 10 communities in Zhytomyr Oblast.
- Teams training – to enable more convenient and efficient administration of the platform and work with digital services.
Awareness-raising – implementing communication campaigns and gathering feedback to encourage more people to use the services.
Since 2024, with the support of ESTDEV, experts from the e-Governance Academy, in collaboration with the Zhytomyr Regional Military Administration, have launched the Local Public Services Portal, introduced digital services for veterans, and strengthened the region’s capacity to deliver services online. And this is just part of Estonia’s extensive support for Ukraine’s recovery.
The project is funded by ESTDEV and implemented by the e-Governance Academy in collaboration with the Zhytomyr Regional Military Administration, which coordinates community engagement, provides technical support, and hosts the Platform.
